Dler Abdulkhaliq, the official spokesperson for the Gorran Movement, declared that his party has presented a comprehensive strategic plan to political factions for deliberation, featuring multiple critical elements. He stressed the urgent need to revitalize national institutions, including the Regional Presidency and Kurdistan Parliament, while expediting the establishment of a new Kurdistan Regional Government cabinet.
Addressing conflict resolution and the negotiation framework with Baghdad, he stated: Rather than making external commentary, the Gorran Movement develops practical solutions for outstanding issues and presents them directly to political stakeholders. He had previously emphasized the imperative for regional national institutions to immediately assume leadership in conducting meaningful dialogue with relevant federal government ministries.
On the matter of employee compensation and financial dues, the Gorran Movement representative highlighted that political tensions between Baghdad and Erbil must not leave regional workers' families struggling to put food on their tables. He noted that since 2014, ordinary citizens have borne the burden of political disagreements between the region and central Iraq.
The spokesperson underscored the lack of transparency in the region's petroleum and non-petroleum income streams. He called for the regional administration to provide clear financial disclosure. He questioned whether domestic revenue sources could sustain upcoming 2025 salary payments and improve economic conditions if both regional and Iraqi authorities fail to reach consensus.
He emphasized that public welfare must take priority over partisan interests, warning against allowing any faction to manipulate citizens' livelihoods and income security.
Regarding negotiation authority with Iraq, Dler Abdulkhaliq explained that while political parties issue joint statements following their gatherings, legitimate national institutions should lead negotiations, with party meetings serving merely as advisory and supportive mechanisms. Consequently, the Gorran Movement abstained from endorsing the published declaration.
